You'll lose your connection to the network. LW will try to reconnect. I usually have to restart mine to get it to reconnect.

It shouldn't, the upload and download bandwidth are usually seperate, though I think that depends on the type of account/connection you have. You can adjust the amount of bandwidth you allow for LW in Tools>Options.
