The stars indicate the likelihood of a 'successful download' from a particular host...they don't necessarily indicate the quality of the file.

I pay little or no attention to the number of stars when I'm choosing files. I think a 'successful download' is more likely when you choose files with several sources. Plus, I know that I've successfully downloaded files with only two stars recently (can't say for sure that I've downloaded any one star files).
