Yes (even with the windows firewall turned off)
The firewall is likely to be due to the LAN parent or its connection devices. So question of whether anything can be done there. Or else, try changing listening port to one between 49152 - 65535, or even trying some of these 80, 443, 427, 3500. To change this, go to LW's menu bar, Tools>Options>Advanced>Firewalls & you'll see a listening port option. You'd need to quit & restart LW after changing port. Often the problem with connecting from work is lack of control over the master machine which has its own firewall. Not to mention whatever connection devices they may use.
