Well, your post answered the questions I had. I'm also on a university campus and my downloads have been acting weird. So, I'm guessing they also capped my connection.
I'm no expert when it comes to networks, but I would think that they could only cap the amount of data going through a certain ports as they would have no way to tell what packets are being sent by/to a specific program.
I've tried messing around with the force ip option, but I haven't had any success. If it is possible to get around the cap by doing this, then I would suggest using some random port that isn't known for it's file sharing use. But I have no idea and I've never had any success finding help with this sort of problem on these boards. |
