Those speeds are in kilobits, LW shows speeds in kilobytes. So you have 115KB d/load speed and 15KB upload. In LW go to Tools>Options>Downloads and set the slider to 100%, click apply. That way you can d/load at your at your max. Then go to Tools>Options>Uploads, and set the slider about 5KB's slower than your max upload speed. So set yours to 9-10KB, click apply.

You may need to adjust those settings if your computer is slowed down too much. You should experiment to find the best setting for you.
