You could try limiting your upload slots to a smaller number like 5 or less...
Also make sure you have the bandwidth slider a tad lower than your actual speeds...
I have done this and if I'm downloading and replying to threads in this forum, I will lag and loading pages get's a bit slow...So it probably won't make much difference...
