Try shutting LW down completely and restart it. Sometimes that will prompt LW to move the file to your library. If that doesn't work, you should be able to manually move from the incomplete folder into your library withought any problems.

Open the two folders up in windows(outside of LW) and cut and paste the file to your shared folder. You may have to rename the file if it has the long number in the title that designates it as an incomplete file.
