The IT department may have done something with your old XP that they haven't yet done with the new XP and Vista.

Each install of an operating system has its own unique ID the IT department may have allowed unlimited Internet service to your old XP install. But you may have Limited service on the Vista install. Remember that each OS will be seen as different computers on the LAN. The best thing for you to do at this point is talk to the Network administrator and see if you have any restrictions on your Vista or your partners XP. My bet is there is, most businesses have restrictions on there networks.
