Same problem with mine. My download bandwidth plays between
10 to 15KB/s only.
My PC system are as follow:

13.8GB drive(C) (LW installed). Shared files in drive D with available space of 15.7GB.

7. Where are you trying to connect from (
house, appartment complex, school, student accomodation, work, etc.)?

I tried java version 1.5 to no avail. There are instances that my LW is not responding (something like paused). When recovered, my download bandwidth stays at 32KB/s for few seconds then it starts to reduce until 10 to 15KG/s only.
