This happens when Xolox increases its use of your system resources while it is attempting to assemble, check, move, and reconfigure the file; and establish a new connection to the host file (to verify accuracy). There are a few things you can do to help restart download that reaches 99% and freezes, and prevent this from happening. The most important is to make sure all the boxes under the “Downloads” tab are unchecked (they are redundant and unnecessary). The second most important is to make certain you have defragged recently (an organized HD frees up resources). Also don’t over tax your processor (like any P2P Xolox can be a resource hog), try to pause any program that is in extreme competition with Xolox during the file completion phase (like another share program, some systems are not setup to handle simultaneously running share applications).
After you have made some of these changes it would probably be a good idea to restart your system. Xolox should then be ready to behave.
