I too live in the UK and, I must admit, that I have never heard of IDNET. That said, they must be bandwidth shaping (P2P throttling) your internet connection, what this does is severely restrict P2P traffic while allowing browser initiated traffic through unhindered.
Now, in the UK ISPs do not advertise that they throttle P2P connections, not even when directly asked. But BT (which are the masters of P2P throttling) and Virgin are well known in the Internet community as bandwidth shapers.
Anyway, I suggest that you phone your ISP and ask them if they are "Bandwidth Shaping" your Internet connection. Make sure that you speak to a technical person because chances are the help desk personnel will not even know what bandwidth shaping is.
