here's how downloading works...you send a signal saying you want the file, the host sends you a piece of the file and awaits a return signal saying you got that piece (packet) before it sends the next packet...if your upstream bandwidth is being maxed out then the sending of the acknowledgment that you got the part of the file is delayed, which can massively slow your download speeds...you should be able to go into LW's settings and limit your upstream bandwidth which should allow some headroom so that your downloads aren't crippled
