I was writing that it is possible to sucessfully using Phex with SOCK5 proxy:

Even more. It is possible to use Phex with TOR anonymous network
Its not good for downloading large files (1>MB) but it is working for small files.
TOR is not good for Gnutella traffic because TOR is chainging your routing "end-point" very often (15-60seconds) so its hard to be conneted longer than
this time to any Ultrapeer (so in real life its not very usable).
But its good proof of concept
What u need: TOR client, SOCK5 proxy server with cascading proxy option(!), Phex of course - even Phex 0.8 was working fine.
Start TOR client normally.
Start SOCK5 proxy server and lisent HTTP on port 8500 and SOCK5 on 1080.
In proxy server options, search for "cascading proxy" options and change it to: SOCK5 127.0.0.1 9050. Thats the TOR client lisenting port.
Now just configure Phex to using proxy proxy[NOT DIRECTLY TOR !]:
127.0.0.1 1080
Restart Phex and u are done
