In addition to LOTR's ideas, here are a couple more for both users to access downloads.

All users on the same OS X machine have access to the hard drive's Users/Shared folder.

So, if the Users/Shared folder is selected as your LW download folder, he'll be able to access your downloads.

Or . . . click once on your current download folder, Get Info (cmd-i), and in the Ownership and Permissions section->Group, select his username and give him read/write access. He can then navigate to the folder, or make an alias which he could put wherever he wants, or just drag it onto the sidebar of any of his navigation windows.
