Don't always believe what your ISP tells you. Shaw have been known to put stoppers on some p2p users.
Do the following in the sequential order given, instructions 1 thru to 5:
1. Try deleting your LW Preferences folder whilst LW is
closed; instructions here:

2. XP firewall configuration:

3. Very first thing you must do when port forwarding is to set up a static ip. If you didn't, your port forwarding won't work once your dynamic ip changes. Thus those port forward rules should be removed & re-done. First set up a static ip:

4. Then follow the port forwarding process of setting up the rules in your D-Link:
