So no other LW versions running on other computers?
Go to LW's menu bar, Tools > Options > Advanced > Performance, and disable Ultrapeer and DHT and TLS. Then press apply. Then connect manually. If it connects, then can re-enable those performance options.
To connect manually, click on File > disconnect. Wait 5 minutes, then File > connect. Else, first go to Tools > Options > Connections and disable connect on start up. Then try the File > Connect option.

Since everybody's system is a little different, so the answers to their problems may be different.
