In California the Insurance Commissioner refused a requested increase and ordered an almost 30% refund from Allstate, etal on homeowners policies last week. Normally I'm for competitiveness in the marketplace but insurance companies act as a oligopoly and as such we've regulated them here. We got around the corrupt legislature by making it an appointed post by the Governor. Even then we recently had a commissioner not reappointed under charges of corruption so you can't never really escape corruption.
