In the LW preferences (command-comma), there is a setting to "shut down immediately"

Try that.

Force quit should have worked--odd that it didn't. Might be worth doing a "Safe Boot" to make sure your system is smooth. To do a safe boot, restart the mac and hold down the shift key right after you hear the startup tone. Once started, you can restart the mac normally.
