It's difficult to say. We previously sent people to Bitzi to download their non copyright files section from their site which would check whether their isp was interfering with their speeds. However Bitzi's magnet links appear to have been part broken for some time.

Let me send you a magnet link, see if you are able to connect to it & get beyond 20 KB/s. My upload capacity is 90-100 KB/s but I tend to get busy uploads so I'll see how we go.
