The Skin is the outer appearance of LimeWire's interface. Which colour & patterns, etc. Examples are given here by one skin creator: smoothkidrizz's deviantART gallery

Skinning I guess is the process of 'creating' or changing a skin.

You can check which skins LW comes with via the LW View menu -> Apply Skins.
