Yes you are. You can only get that many hosts per file if you are running as an ultrapeer. Go to Tools > Options > Advanced > Performance & make sure Ultrapeer is not disabled. However you will only become an ultrapeer if the network around your area requires one, you are not firewalled & your LW is behaving well & has up/down bandwidth available. It cannot be forced.
