Default Bad Bandwidth limits bug in Gnucleus 1.74
It is still there
If I limit the upload bandwith to 24kb

Gnucleus just will give a maximum upload rate of the HALF (have a look at the status bar display), it means 12KB.

Maybe this bug also happens to the other bandwidth options.
