With torrents you need to be patient. Neither FrostWire or LW are very good as torrent programs, they do not record share ratio, do not communicate with the tracker as well as the better known true torrent programs such as uTorrent & Vuse (Azureus).

At least when using the gnutella network, you can re-search the topic & use the Get/Find More Results option by right-clicking the search tab to find more sources to download from.

Other than that, AFAIK Verizon do not shape bandwidth for p2p sharing. However, wireless is not the most reliable.
