I'm not sure about Windows 7 in comparison to Vista. But try right-clicking the LW shortcut & choose Run as Administrator. This might help your situation, not sure.
Did you install using the Offline installer? http://www.java.com/en/download/manual.jsp It's about 15 MB in size.

Make sure there are no older versions of Java on your system. Check Add/Remove Programs control panel. Also run this utility Crap Cleaner to clean up registry, click on the Registry tab on left-hand side after you open it.
