I presume you rebooted your system after installing Java? Some people don't realise you need to do that for the new update or installation to become active.

Did Java version show up under the Java control panel -> Java -> View? If it shows there, it can be enabled by clicking the check box to the right side of it.

Another option is you set up a Test account 'with' Administration permissions. Install Java, set the Java to be enabled for the System via the Java control panel. (Setting up new accounts is easy; easy to add or remove. Such as via Computer Management CP.)
Use the Offline Java installer.
