Is your Belkin working in wireless mode or wired?
If LW has previously been added to your Vista firewall, remove it & re-add it. Add it to both UDP & TCP exceptions using sub rules & give it all port ranges.
If you are using LW on another computer, make sure they are not both attempting to connect through the same port. ie: LW's menu bar, tools -> options -> advanced -> superreallyadvanced -> firewalls.
Make sure your Belkin firewall is set up for UPnP. Have you logged into it to check?

This does not sound at all good. BTW the way to check firewall status on LW 5 is via Tools menu -> Advanced Tools.
And yes, some spyware programs & even some 3rd party firewalls are anti-p2p sharing programs so you do need to be careful which ones you choose. AVG ... see
