How to create a New Thread; Your First post .. how to start it probably doesn't mention the "small slanted capital letter A icon" (I guess you mean Switch Editor Mode) because most people can just type into the text field without a problem. I've never heard of anybody else having the problem that you've had & have never even clicked on Switch Editor Mode.
In your User CP > Edit Options > Miscellaneous Options, do you have Enhanced Interface selected?
The forum rules might seem like a PITA to read (or scroll through) but they're there for a reason... so many people who post here either break forum rules by posting copyrighted file names, personal info etc or don't give any info at all about their system & so it's impossible to help. And so the rules are 'in your face' initially in the hope that people will actually read them & follow them before posting
Once you're logged in, you won't see the big page any more... the rules just appear as an announcement at the top of forum sections.
