I heard about this from the Feds shortly after it happened, while in training as a Police Field-Sobriety-Testing Instructor (in '87). I was informed that a traffic collision had occured on the opposite side of the highway, causing the Highway Patrol officers to leave the drunk as they attended to the injured. I believe the event did occur in Florida.
I had a client who modified his car; ran a hose from the windshield washer pump, through the firewall, to under the dashboard. He then filled the reservoir with his favorite beverage and dispensed it at the touch of a button. He got three DUIs but never got busted for an open container. |
