Not all users are Browsable. Browse host has never been 100% reliable & far from it. There are numerous reasons why the other host might not be able to be browsed.
Unlike LW 4, LW 5 does not have enabling of Chat option for general use. Chat only applies to those users on the private share list.

The random name generation is based on a system LW developed for LW 5 so ip addresses are not shown. It may be partly based on ip address I suspect.

I'd suggest you keep trying. Some days might be better than others for browsing hosts. Some days it might seem like only 10% are browsable or less, or somedays more (eg: 40-65%).
