Either network the two computers or use some external transfer device such as a flash drive or external disk drive or CD/DVD-RW disk. Then transfer them to the location in question. For incomplete files, you will need to move the entire contents of that incomplete folder plus the file called Downloads.dat from LW preferences folder into the equivalent locations on new computer.
