The two things might not be related. However, try deleting your LW Preferences folder whilst LW is closed; instructions here: Point #3 in Fixes for Limewire (sample image included 2nd last post of page.) Make sure to backup your Downloads(.dat) file before deleting this preferences folder however. * Warning: this will mean you will need to do all the set up again with LW's Option settings!

In general I suggest you use the Search function. The Fixed Stalled tool only has limited abilities & only seeks the previous uploader(s) who since may not be online else have dynamic and now different ip address. Also right-click search tab & choose Find More Results. This will help to find more sources to download from.
