I don't understand what's happening there. But there's two techniques as I described on a previous post. One is to get Properties -> Compatibility tab & check Run as Admin. You can either do that with the java.exe file already installed or with the installer.
After that, use the connection fix installer to make sure you have a good connection file.
Also, I presume you are only using Windows Firewall & LW is an exception in it?
