Sounds like a firewall problem nonetheless involving any ports above 1024. Common firewall setup. Taliban brings up an important point regarding your method of internet access. Such as are you masqueraded, routed, connecting through a proxy server, lan, or dealing directly from broadband and/or dialup?. I am betting on proxy as that would allow port 80 (web) to work and anything above 1024 to not work (by default).
