The last iTunes version for Windows is 12. Are you unable to install it on your Windows version?
Edit: I know iTunes for Windows is not quite as good as the Mac version (possibly an understatement.) There were also changes during the versions I did not particularly like. But if you would prefer an older version then possibly

It appears both oldversion.com (HTTP ERROR 503) and oldapps.com are no longer. At least I cannot seem to access the sites.
