My Windows 7 appears to have no problems playing short or long songs but is iTunes Version 12.10.11.2

Perhaps experiment around with iTunes’ compatibility mode or Run as an Administrator via iTunes Properties. There's a small chance one or both of those changes might make a difference.
Possibly try Repair option from Control Panel.

iTunes does not use Java.
