The clipboard isn't a file. Its contents are stored in the computer's memory (RAM.) To use its contents, simply go to the program you want to use it in, click the place where you want it to be put, and press Ctrl-V (paste).
To view clipboard you first need to enable this:
Go to Start menu > Settings app > System > Clipboard
If you are looking for a file that you can extract from the clipboard history to attach to an email that is not possible. However, if you are just looking to copy paste from the clipboard history this is possible. Here's how:
1) Press Windows key + V, opens up Clip Board History.
2) Open your email account, compose a message
3) Go back to the Clip Board history and click the items you want to include to your email, it will paste itself on the message compose screen.
