XoloX already auto-resumes files for you and will even does it at each startup, but if you mean being able to 'force' it with an option I myself like that idea and have pushed for it. But in reality XoloX is already doing this for you.
A 'stop search' function is not possible because of the way Gnutella works. Once a query is sent out, it can not be 'stopped' and only ends when the TTL dies. Clients that have a 'stop' function are not truly stopping anything from my knowledge and only faking the users into believing so.
Thanks for the feedback - There are soooo many little things XoloX intends on adding and many of them are obvious - just takes time and stability became a more important concern lately.
