But have you considered that there are many users out there who have no desire to get a faster connection either because they dont leech much or because they cant afford it?

Why exclude modem users?
Thats not the idea of Gnutella. Gnutella is for everyone.

Most clients support Ultrapeers which shield the low bandwidth users, the leaf nodes, so everyone's happy!
