It is likely just a result of general conditions not associated with your PC or ISP. The most common I encounter is the case where you are downloading files from a/many users who do not have high available bandwidth... such as yourself, a dial-up, where they are sharing several files and what bandwidth they do have is divided up among several users. I am using ADSL and there are times that I too see downloads in the same range as you are seeing... I suspect it is a situation we will just have to live with.
