LimeWire doesn't know much about internet connections - it uses whatever the operating system provides. From LimeWire's point of view there is no difference between methods of connecting to the internet - there either is, or isn't, a connection.
Education establishments have a tendency to block P2P file sharing programs (usually by using a firewall to block all ports except a few like port 80 for HTTP (web) access).
try telnetting to router4.limewire.com on port 6346 (telnet router4.limewire.com 6346 from a windows DOS/Command prompt). If you don't get a response of "Gnutella OK" you are probably blocked.
