If your school has money it can get a traffic manager which can limit peer to peer traffic to a portion of the total available bandwidth.

Otherwise the file sharing apps themselves would need to do this local preferencing. I proposed a local connection idea some time ago in the LimeWire forum but I don't think anyone has taken it on yet.
