That's part of the point - if people are sharing bogus files, you can find out easily. If they've disabled "browse host," then you'd see that they have an empty file list. Realizing that they might be leeching without sharing, you could then terminate their upload, add them to the deny list, or do whatever else you like.
But that's all secondary to the main purpose of the feature. Like you point out, the major benefit is that this would assist in locating files shared by people with similar interests and tastes.
