Are you trying to delete it from the Library window?

You need to go to: Tools > Options > Sharing
and see what folders are listed there. If your Incomplete folder is listed, click on it and then click Remove.

If your Incomplete Folder is inside your Shared folder, you need to move it out manually in Finder.
