I can here you say now that you never would, but I bet on swarmed downloads aqualime finds you the occasional modem user. Blocking them from you would effectively be leeching.

You don't need to worry about modem users taking up a spot anyway, that is what the 'max upload slots' setting is for. 'start upload slots' is how many you have open, but if you have bandwidth to spare, the slots increase up to whatever your ax upload slots is.
