Sometimes there are powerful business (Sometimes even personal) firewalls meant to let nothing, nothing, through. But you can get to most firewalls by "pushing" them, connecting to them directly by making them the initatior. Also, the problem could be that all firewalls will swallow incoming connections (Your outgoing connections) and if your connections are mostly outgoing, you won't be able to get to their files.
