Sometimes I can open them but most of the time I can't. Is the file I'm downloading incomplete, or is limewire changing the type of file my mac recognizes it as? Could it be that the download doesn't make the file big enough or that there is a bug in disk copy?
Hello!

Most of the times DMG files are of no use to Classical Mac OS users. These images are for applications that are for Mac OSX however sometimes the apps that where placed in a DMG format are apps that also work in Classical Mac OS and hence can be of interest to be opened under Mac OS 9.X.

These images are opened by using Apple's Disk Copy in Mac OSX. The version that came with Mac OS 9.X was 6.3.3 and it was not capable of opening .dmg files. However some of the Apple programmers was mad at Steve and secretly developed a couple of updated versions of the Disk Copy application for Mac OS 9.X .One was 6.4 and the other was a beta named 6.5.11b. These will open DMG files. However they where ofcourse never publicaly available but where placed on the Software CD's that came with newer Macs that came with OSX. I dont know where to find 6.5.11b but I do know how to get 6.4. Just e-mail me and I will send it to you. netfox100@hotmail.com

The problem with DMG files beeing ascociated as a simple text document or generic file can be fixed with DMG mechanic that can be found here(it is free):
