Try stopping the download and then restarting it from the same source, that usually works for me. Also, here is one that everyone is going to say makes no differance to downloading but after I did it, it made a hugh differance for me: if you are behind a firewall, make sure sharing is configured to the IP your firewall is using. I found I could not only download pretty well most of the time after I did that, but I could of course share my files, too. It should not have anything to do with downloads, just uploads but my download performance improved big time once I did that.
