2.9.x will become an ultrapeer much more easily than previous versions. However LimeWire 2.9.x ultrapeers reserve a number of leaf slots for 2.9.x clients. Thus you are very likely to encounter a ultrapeer with a free leaf slot instead of becoming an ultrapeer.
The number of upload slots has nothing to do with the ultrapeer selection, what counts is your OS (WinXP, Win2000, Linux, Solaris and to some degree OSX are allowed to become ultrapeers), your current uptime or average uptime, and your connection speed (must be faster than modem).
2.9.7 ultrapeers limit the outgoing bandwidth for messages to 8kbytes/s instead of 15kbytes/s (like 2.8.6). So being an ultrapeer should not use up all your bandwidth anymore.
