For some reasons stuffit expander isn't configured to automatically open .bin files or you don't have it. Download stuffit expander from aladdin software, or any third party download site like download.com. It will expand the file for you.

You probably have it, so just find it, and open it with that, and then set it so that it automatically is set to open .bin files.
