That's precisely the same problem I've been having, and since you mentioned it, it did start just after I downloaded the new version. My shared folders appear in the window, but none of the files in them are accessible to others. It can't have anything to do with being an ultrapeer, though, since I was a leaf before I installed the upgrade, and I frequently saw things being downloaded then, but not now. Anyone have an idea when yet another upgrade will be online, or should we maybe try uninstalling the upgrade and see if it's just a problem with this version? I feel guilty being a freeloader, albeit unintentionally!
